New chip boots to windows fine at default, will post anywhere higher from 2.5 GHZ up to 4.07 GHZ, anything above 3.6 locks up during post, but ANY overclock from 2.5 to 3.6 will get through post fine, but reboot right after. Any suggestions?

Using a Tuniq Tower cooler, cores idle at about 33 celsius..
 
You are probably reaching the limits on either the ram or the FSB. Quads pump a lot of bandwidth through the FSB and at some point the fsb will just choke on it. My GA P965 rev1 mother boards would post at 3.6ghz but would not run stable in windows above 3.0-3.1ghz

AND, you aren't getting 33C idle with an overclock over 3ghz with that cooler. If you're using Vista add 15C onto that temp and there is idles. With dual 3x120mm externally mounted radiators with 6 Yate Loon fans in a 65F room, I am idling at 38,38,34,34. If you got a G0 stepping it might be a dud, if you got a B3 then its not abnormal to have that poor of an overclock.

What volts are you giving your RAM (and rated speed), NB, MCH, and CPU?

EDIT: I forgot what revision it was, but if you're using the same 680i from your sig, there are some 680's that won't overclock a Quad at all, which might be your problem.
 
Update -

Using 680i rev. A1 board (RMA'ed my older AR board and they sent me a replacement with new revision) that was hitting 3.4 and getting to windows with no hiccups. with my older chip - core2duo6300 at a much higher FSB than now.

Using Ballistix tracer 1066 Ram at 2.1 volts. Coretemp is showing 33 celsius at idle at default 2.4 speed. All other voltages are at default.
 
Woke up this morning, ran Coretemp - shows 37 celsius at idle.. No changes to overclocking woes.

Up the VCORE a bit to see if that will help get you stable. You could also try bumping the VDIMM to 2.2v to see it that'll help, but check to make sure that's fine for your RAM first. I know I could run that fine on my old Corsair XMS PC3200 RAM, but not all RAM is alike. Also, what are your RAM timings like? You may need to set the timings lower. Hope that helps.
 
Vcore has been tried from auto up to 1.4.. Ram is ok at 2.2 been tried at both.. left the timings at 5-5-5-18 like its specced.. Not overclocking the RAM, so it shouldn't be an issue
 
Not that anyone is looking, but I reseated the Tuniq and cleaned it and put more thermal grease on it. Reinstalled, temps are about the same. At stock 2.4 GHZ, Coretemp shows about 28 celsius on all cores at idle. I really dont think its a heat issue.. Friend is loaning me his new Q6700 so I can see if its the chip. If it does the same crap with another chip, then I am either going to re-rma this EVGA or get another brand..
 
You might have come up with the best solution on your own. Sorry it may take another RMA, but if you were overclocking another CPU successfully with your previous version of the mobo, either the mobo is bad or you got a chip that doesn't OC well.
 
Well, my nice friend said to give him $100 and he would trade me chips. My Q6600 for his unopened Q6700. Popped it in, cleared the CMOS, set the settings, booted right up at default 2.6. Right now its at 2.8, and it won't go anymore, just reboots. Temps right now at idle are around 30 degrees. Guess it time for an EVGA RMA or an Asus Formula..
