Weird Yahoo messenger/Skype issue?

I was troubleshooting a guys computer today. He is using yahoo messenger to talk to a woman in vietnam over video, he said that he cannot hear her voice. The error says maybe the mic is at fault on her end. BUT, she claims that she can talk just fine to everyone else. Also he has said that it is intermittent. Some days they can talk to each other for hours, and other days its hi--- and it cuts out, but mostly it doesn't work.

So I decided to try and see if the same problem could be replicated using skype. We installed skype and tried to create an account, but he cannot sign into the skype servers at all, gives an error about a network issue.

Windows firewall was off. He is directly connected to the modem. BRAND new laptop. Same issue on his desktop. This leads me to believe that it is either comcast or perhaps something else? I am stumped.
