Weird video problem, computer wont boot.

What happens when you run all your parts except use your brother's video card in your computer? What if you run all of his parts and the only part of yours is the motherboard? If you have two AGP socket A motherboards you ought to be able to find the damaged part. Did you try swapping power supplies? It sounds like either a messed up AGP port on your motherboard or a power supply problem.
 
i got that twice, once when i booted up the computer and another when i was in the middle of gamming. it hasn't returned since.
 
With the switching you have done so far we can safely assume:

That your video card is not the problem.
That your RAM, your MB, your PSU your CPU could be the problem.

The easiest way to narrow down the possibilites would be to install your RAM and CPU in his machine.
If that works then your CPU and RAM should be fine, and that means you either have
a bad motherboard and PSU, a bad motherboard, or a bad PSU.
 
its your agp slot man. check start, run, dxdiag and check the agp stuff under display. any video card you put in there will give you similar results,could be cocked connector, short,dirt, whatever, you will probably need new mainboard. rma if possible.

Newegg reviews aren't clear indicators of the quality of something like a PSU. Most people write newegg reviews a short time after they buy the product. Thus if the product, as PSUs do, tend to explode months down the line, most do not come back to write a second review, which newegg may most probably filter out anyway.

Most people on here seem to call you a moron if you don't spend $200 on a power supply. I for one am not one of them.
