Weird SLI behavior?

I'm running 2 660ti 3gb cards in sli. I started with an EVGA which was my primary and added my brother's Asus card when he upgraded. I dropped the asus card in, in the secondary slot and everything was running fine for about the past 2 months. Today I decided to finally swap the cards the around, so the Asus is the primary and EVGA the secondary card. I did this because the asus cooler is better and it has been running cooler than the xfx and the xfx will get better air flow in the lower card slot.

Now the issue...it seems my PC keeps wanting the EVGA to be the primary card, it seems to occur when ever the PC goes into sleep, is reset, restarted or powered down. Everything works fine until windows loads, that's when the video signal is lost to the display. I can get it back by swapping the HDMI cable to the EVGA card, then back the Asus card. Everything seems to be setup fine in the the Nvidia control panel so I'm at a loss. I'm running this on an ASRock Z77 Extreme4 and don't see any settings in the bios to change anything either for the SLI setup.

update:

I tried removing and reinstalling drivers, does not seem to have helped. Removed all drivers, removed the EVGA card, and reinstalled with only the Asus card, also does not seem to have helped.

bios is set to PCIE as primary display adapter, can't specify which. Device manager shows the asus card in PCI bus 1, and the evga in pci bus 2 when installed. Everything I've read says sli should always default to 1 appears not to be accurate.
