Weird problem with computer shutting down and starting back up

Whenever I go to shutdown on my computer and try to start it back up it will let out long beeps for a second or two at a time. In order to fix the problem I have to turn off the power supply switch while it is off and turn it back on in order for thc omputer to boot up. Does anyone know how to fix this problem?
