~no access to hertz control.

story: upped my hertz to 100 after having at 50 for 5 years, monitor went good for 5 minutes, then flickered, shut off, and wouldn't turn on.
Restart later: it turns on, but i have no access to hertz anymore.. SS:

Edit: sry pic is small, all u need to see is there is no amount of hertz for me to chose from.
 
maybe uninstall/reinstall your monitor and video card drivers. Should set it all back to default.

Oh, and the frequency control is typically under the "monitor" tab.
