Weird lines on the screen...

I finally finished building my computer for college and everything is finally working right. I just have one small problem with my monitor screen. Just about every 3 seconds or so, a wavie line will start at the bottom of the screen and slowly move up. Another one over and over again, all the time. I have a Viewsonic flat-screen P95f+. Is this a resolution problem or graphics card problem maybe? I have a Radeon 9800 Pro 256 MB by the way. This seems like it might be a common problem so could anyone give me some help as to how to solve it?
 
You could try upping the refresh rate in the display properties in the control panel, or it could be something near the monitor causing interference.
