Weird Icon Problem Please Help

I started up my computer today and when it got to the desktop and the icons looked all shitty like 256 colors im on XP Pro mind you. So after mucking around a bit, I changed my color depth from 16bit to 32bit and it fixed them. but now if i go back to 16bit they look shitty again. Whats going on ?
