Weird Glitch/Stutter Issue

Started after the 1903 Spring update. It just happens randomly every few hours sometimes only once a day and lasts about 5-20 seconds sometimes longer then goes back to normal like nothing happened. I could just be listening to a song nothing intensive and it does it. I can run all games just fine which doesn't seem to bring the problem up. Its just random. This problem started about a week ago. I tried reinstalling windows 10 and use different video drivers then went with DDU to try other drivers with the problem still happening. Any help is appreciated!
