Weird fan noise

Hey guys I have a cm690, it came with 3 fans, front rear and side panel. The one on the side panel is significantly louder than the rest, but if I put my fingers across the opening the noise disippates by 90%. Its not vibrating against the case or anything, it almost seems like an airflow issue. Would a lower speed fan solve the issue?

Thoughts?
