See my system specs in my signature.

What is up with these E7200 temps?

Looks like half of your processor isn't making proper contact with the heatsink base.

Uneven CPU heatspreader?
Uneven heatsink base?
Uneven mount (IE; pins not pushed in properly)?

Thats what I was thinking. However, I just took out my motherboard and re-applied thermal grease, and re-applied my HS/F obviously.

Temps are exactly the same.

It's possible your CPU just has a buggy temp sensor. It's a problem with quite a few Penryn CPUs. Do some loading tests and see if one of the cores doesn't change in temperature or if the changes seem odd(very big or very small jumps, temperature lowering instead of increasing, jumping back and forth, etc.).

did you try using the 'test sensors' button in RealTemp? should show you if you have a faulty sensor.

So I just get off the phone with Intel and the dude it like, well sir that means one core is running Windows. And I was like your an idiot and hung up.

You can't fix it. If you've got a faulty sensor, you're simply out of luck. The good news is that temps between the two cores should be very similar to each other, so you can just base your overclocking and temperature measuring on the one sensor that does work.
