Weird boot problem

OK so here is the deal. When i boot up my computer it goes to boot windows and it says that there is no disk to boot from (or something like that) and to hit enter. I hit enter and then it boots off my HD that was there to begin with. I have my boot order as floppy, HD, CD, but the floppy drive is empty. It happens on warm and cold boots. I have no idea why. I tried w2k recovery console, and told it to fix the MBR and that didn't fix it. Any other ideas? I dont think drive is failing mechanically (knock on wood) but I cant figure it out and dont want to format/install windows.
