Can you get Exchange With a technet subscription? I was hoping to find the 32 bit but yet to have, I dont have 64 Bit capable server hardware

Exchange is available through technet as far as I know, however the 32 bit may only be available through MSDN (not 100% sure about that as I don't hold my company's Technet/MSDN accounts at the moment). I know through my VLSC I can get the 32bit exchange because we purchased exchange 2010, but again that isn't a public resource.

As far as your google apps question goes, yes this would work, just know that you are limited by not getting the outlook connector, and can have a max of 50 SMTP addresses.

I thought that but was trying to find a work-around, as i a planning on getting a tech-net subscription, and i dont rightly have 64 bit hardware,

horde blows, swap to google apps if you just need basic webmail, if you need more go to hosted exchange or exchange.

just swapped my wifes office to google apps, so far so good.
