I'm trying to setup a client who knows little about html code with a program to make small modifications to their website. Adding pictures, text, etc.

I have designed the site with frontpage but that program is hard to find now. Is there an alternative that will be fairly intuitive to use and not too costly?
 
Frontpage has become Microsoft Expression Web.
NVU is free and probably the best of the free HTML WYSIWYG editors.

I'm really looking for something that handles site templating ala Dreamweaver, without the dreamweaver expense. A quick google search shows that NVU seems to be no longer supported as of 2005, so perhaps there is a better tool?

As for what I'm trying to accomplish, I've been completely out of web development for about 3 years now (working as sysadmin / apache admin these days) and figured it was time to get do a little development again. I'm planning on learning PHP, as I think my Perl and ASP are a bit out of date language wise. My first project will probably be to tackle a cssZenGarden page as a CSS refersher, and then I'll get into PHP learning mode.

I believe NVU has been replaced by KompoZer, which also has a templating feature built-in.
 
What I would do personally is set him up a wordpress install and configure it to be more of a CMS. That's what I do for most of my clients.

I second that. Or I'd use cushyCMS to control the editable regions of the site. Super easy CMS...
 
I third using a CMS like wordpress, movabletype, joomla etc. Then there is a much lower chance of messing up the design of the site and it is as easy as filling out a text box and saving and it is on the site.
