Web Camera Software

My laptop has a built in web camera however it does not have a utility or software suite that allows me to take videos and or pics on it installed on Windows 7 Ultimate. Generally on a Macbook or something I would fire up Photobooth or iMovie however Windows doesn't have anything local so is there free software that I can use to vlog? Anyone have recommendations on decent software I can install that will allow me to interact with my built in web camera?

Could use Movie Maker which is part of Windows Essentials.
