wdnewcfg.exe for WD firmware upgrade

So I downloaded their little fix for some WD drives not behaving in RAID arrays and I extracted the files to my desktop, and copied them to a floppy disk. I ran the whole program and it said there was no update needed, etc. So then I go to delete the wdnewcfg.exe file off my desktop and windows won't let me...lol it says it is being used by another program. How can a program I never opened in windows be used by some other program? Is there a way to delete this file without an msdos boot disk? That's a real pain and I think it's retarded when you have to revert back to an ancient OS just to delete a file. Also, is there a way to find out what program is supposedly using it?

OK I have a confession to make. safe mode doesn't work on my computer. I got a virus a couple years ago and it wiped some of the registry and I never could get it to work again.

but the idea here is how can I delete this file without restarting the computer?
 
open command line
go to directory of file e.g. c:\documents and settings\username\desktop>
dir to get name of file
type del <filename> BUT DO NOT HIT ENTER
right click task bar and click on task manager
click processes tab
find explorer.exe
click on it and then click on end process (lower right)
answer yes-do not be scared this is ok
task bar will disappear
click on command lin window
NOW HIT ENTER TO EXECUTE
file will delete and then click on task manager applications tab
select new task lower right hand
type explorer.exe
task bar will appear
reboot
all fixed
