The 1/4HP one will not chill your CPU and GPU's if you're cooling both on water, far below ambient.

Assuming your cards are around 300w TDP, and your CPU is a similar 250w, you'll need ~850w of cooling capacity to handle the heat load (aka bring your water to ambient temp with that load). The 1/4HP one rated at 3200btu will dump around 900w of heat to air. To go below ambient, you'll need more power.
