Hello all. I am current in the beginning stages of planning my first WC build. I was wondering if water blocks made for 8800GTX were also compatible with the 8600GTS cards. If not what is, and where can I find a suitable water block?

No. GTX waterblocks are not generally compatible with GTS waterblocks. There are some exceptions, but the majority of them fall under this rule.

The EK 8800GTS/X waterblock is by far the best full-cover waterblock. The MCW60 with appropriate G80 ramsink kit is great too, but it's not fullcover.

I've just looked at th EK 8800GTS waterblock, and it said it was designed for 8800GTS reference cards. Am I correct in assuming the 8600GTS is a 8800GTS reference card?

There is an 8600 waterblock produced by EK as well. As Arcy states, EK makes the best full cover blocks in the business.

Whoops, you're looking for an 8600 waterblock

Uhhhhm... the EK EK-FC86 would be your best bet IMO.
