Did some searching could not find a laptop with these specs in mind.

1. Intel 4th Gen Haswell i7
2. Touchscreen
3. 12-14in display
4. Removable battery
5. 16gb ram

Last but not least ( NOT TO HAVE )
5. Dedicated graphics card

Seriously, 4th gen was just announced.. Most vendors will not have a "flagship" offering ready for 3-6 months (some maybe later).

If you can't wait, Apple and Sony seem to have units available now (or soonish). Acer, Apple, Dell, HP, Lenovo, Razr, Sony, Samsung, and Toshiba have all announced laptops with 11-15", touchscreens, all supporting 4th Gen; possibly more, but those are the ones I'm aware of, at any rate..

I only say "flagship" because I think you're pipe-dream features are only for a niche market.
 
all of those criteria aren't hard to meet, but having touch screen and a dedicated gpu on the same machine makes it much more uncommon
 
You have to wait till end of August for the ASUS and Gigabyte laptops.
 
I can't tell if you want dedicated graphics or not. If not, you might look at the new Dell Xps 12; it tops out at 8gb ram (maybe can be upgraded?) but otherwise seems to fit.
