Waah need help! GPU fan 100%, no POST.

So I just switched in a new PSU. AX 750. Everything's wired up correctly.

Tried to post with just motherboard (P55A-UD3), processor (i5-750) and RAM, the gpu fan (5870) goes to 100% and there's no image.

Does this sound to people like a dead motherboard?

EDIT: (1) the four phase LEDs are lit, the cpu fan header works, connected a mobo speaker but there's no beeps. Cleared CMOS no changes.
(2) swapped in an 8800GT, still no POST.
(3) swapped in old PSU, no change :(.
 
ive had this happen a few random times. each time its been something like RAM or a card not being seated 100% in the socket. if wiggling stuff around doesnt work, the next step i would take would be to disassemble everything and put it back together.

if none of that works, you could have fried something. time to start verifying which parts are good in another system.
