Waaaah need help! GPU fan 100%, no image at boot.

So I just switched in a new PSU. AX 750. Everything's wired up correctly.

Tried to post with just motherboard (P55A-UD3), processor (i5-750) and RAM, the gpu fan (5870) goes to 100% and there's no image.

Does this sound to people like a dead motherboard?

EDIT: (1) the four phase LEDs are lit, the cpu fan header works, connected a mobo speaker but there's no beeps. Cleared CMOS no changes.
(2) swapped in an 8800GT, still no POST.
(3) swapped in old PSU, no change :(.

Where did you install your Ram? DIMM 1 and DIMM3?
Try to used one DIMM memory to check.
Install it on the white slot to check or check the manual for correct memory configuration.
The motherboard led lid and cpu fan is still rotating.
That means the motherboard is still breathing.
There could be a system device problem.
Check if you properly install the 24 pin power and 4 pin power connector.
If possible remove it from chassis to check.
 
Well the weirdest thing. There was this black residue stuff in one of the 12V socket holes. I cleared it out with some arctic cleaner and paperclip + kitchen towel and now it works!

I have absolutely no idea what it could have been but I'm just glad it didn't blow something up...

Thanks for the suggestions and thanks @ sonictron for the suggestion of checking the 12V!
