W7 RTM 0x80070570 install error

Well I'm frustrated and out of ideas.
To start, both wiretap and I have downloaded W7 RTM from M$ itself.

In attempts to reformat my HTPC, I come across this error code: 0x80070570. It happens between 9% and 39% of step 2(expanding files) during a fresh format. x86 version by the way.

Ive burned over 50 images from my file, and wiretap has burned me a few also. All either done with Win7 ISO burn or imgburn. Ive burned at max speed, 8x, 4x, and 2.4x speeds. I've used both Imation and Verbatim disks. Some sites have said the ink in the Verbatim is of much higher quality and many users have had failures on other disks. I think that's a crock, but gave it a shot anyways.

So here is what Ive done and tried:

Step 1: clear CMOS
Step 2: clear CMOS
Step 3: google error code and try what a *few* sites have suggested.
Step 4: Memtest - came back fine.
Step 5: Tried another SATA DVD drive, along with an IDE DVD drive.
Step 6: Tried RAM in other two slots
Step 7: Tried 1x RAM stick in each of the 4 slots, then switched sticks.
Step 8: Bought a 4 gb usb stick and created a bootable USB stick and tried installing.
Step 9: Reseated the entire computer, and tried again.
Step 10: Pulled RAM out of gaming computer and tried 1 stick.
Step 11: Hardforum

System specs:
e5050
ASUS M3N78-VM
Antec Earthwatts 380
LG HDDVD/Blu Ray drive
WD 640gb blue
RAM: 4gb (2x2) G.Skill PC6400 (The blue stuff that is uber high rated on the egg and Ive used it in over 10 builds)
RAM in gaming computer: OCZ PC8500 2gb stick Fatality

Im going to go dig up my W7 7100 build(that was previously on it) and try to install that while I wait to try solutions.

Things that I cant try due to availability:
1gb ram sticks
new HDD

Update x64 RTM works installs flawlessly.

I know it seems like a faulty ISO on the x86 part, but Ive installed W7 RTM on my laptop via the same disk that wont load on my HTPC.
 
Update. Installed x86 build 7100 worked. (also tried to fresh install

Took Sata HDD out of laptop and tried to install RTM to it.. no go.

Tomorrow Im going to try to install it using my gaming computer's hardware
