How do I turn this off. I know I've seen the option somewhere, I thought it was control panel but I've looked through that twice and haven't found it. Then I realized, I saw it back when I was using 5.12 or 5.11. Did they take the option out of 5.13? Or did I just see it somewhere else and can't remember?

I have that option in my sexy ATi Control Panel in my 5.13 driver...

It's in the VPU Recover Tab.

I didn't even know there was a still a control panel for Cat 5.13. I'm using CCC and it works for me.
