Hi,
I like to setup a vpn tunnel between 2 locations. Do I need to have a fixed public ip address from my isp?

There's a way to setup an L2L VPN with one static and one dynamic IP, but you must initiate the VPN handshake from the dynamic IP source.
 
Pretty much at least one side has to have a Static IP or you'll end up with reliability issues. There are ways to make with work with Dynamic IPs on both sides but they're not pretty.
