do these voltages seem "Safe" for my new computer:

Vcore@1.63
DDRV@2.66
3.3@3.26
5FSB@5.0
-5@5.0

my system specs are:

Abit NF7-S
AMD barton 2500+
Sapphire 9800 Pro
Antec True Power 430
Lite-on DVD 16x, Kenwood 72x
WD Raptor
Mushkin pc3200 2x512

Also, when I run Prime95, my CPU temp goes from around 40C to 50C. It also says my "sys" temp goes from 24C to 30C. What I am wondering is.....does "sys" mean your motherboard temperature, or your case temperature?

Is all this normal?
 
Well, you left off 5v and 12v so it's hard to say anyway, but it's rather moot anyway because those numbers came from a software based source, which are notoriously inaccurate. Use a multimeter and measure the voltages yourself to be sure.
 
sys temperature (I believe) normally means northbridge temperature, but usually that's pretty close to the ambient case temperature.
