voltage irregularities

This is giving me a headache. Trying to upgrade the video card on an aging system.
So i have heard of voltage irregularities being the main problem with video cards. So im trying to find what voltage my mother board supports through the agp slot. it says when i look at the documentation that its
AGP connector size 172 pins
AGP connector data width (maximum) 32 bits
AGP bus protocols 4x/2x modes at 1.5 V

so this means that i mean looking for a video card that has the same voltage 1.5? and would a card that is 8x and 64 bits work?
 
opened the case and looked at the board and copied some of the numbers down and looked them up and it was for the riser board (whatever that is). Is this a sticker i am looking for or printed on the board itself. if it is printed on the board there are a lot or numbers.
 
well i talked to dell and they said

3T622 is the part number for the "Assembly, Motherboard, 850E, Audio, Skydive, Dimension, 533FSB, Fab G MLK."

but i dont have a 533 fsb i have a 400 and looking at the board it says foxconn. So i download a utility that is supposed to tell me and it says the manufacturer is "dell computer corp" and the model is "dell dimension" for the mainboard"

on the dell forums they tell me its a 7E598, but that does not look like my motherboard.
