Voltage... Are they too low?

well within specs (+/-5% or +/-10% depending on who you talk too)

the only thing I would do is test what the voltages are under full load because thats what really matters
 
- 0.7%, -1.62%, and - 0.6%, all very close to perfect, assuming that the readings are accurate, and the circuitry is designed to tolerate +-5% deviations. But the only way to really know what your votlages are is by measuring them with a digital multimeter (Vcore has to be measured at one of the MOSFETs on the mobo).
