After 2 dozen fruitless searches of the forums I have a request: Does anyone have info to share on modding 12 volt fans (250mm in this case) to run at lower voltages without using a rheobus?

No problem. I havent heard much about this being done with 250mm fans. You might have trouble getting a 250mm fan to start off 5V (a larger fan takes more inital torque to start, but will take less power while its spinning due to inertial momentum). Play around with it and see what works.

Google is your friend. This article explains a 5V and a 7V mod.

On the molex there are wires that supply 5V, 7V and 12V. Getting different voltages involves moving around the wires so they connect to the fan in a different order.

Actually, there is no 7v wire. There is a 12v and a 5v wire. If you switch the ground and 5v wire you get a difference in potential of 7v.
