Vista x64 - Need to password access to the task manager

Alright so I need to disable access to the task manager, how difficult is this to do? Can I restrict it through Vista or do I need a program like 1st security agent?

If you want to be able to use it from the same log in, you can probably modify the ACL to restrict it to run as administrator. I wouldn't do that myself.
