Vista x64 alt.dll missing?

I have just been installing and uninstalling various programs including the nvidea drivers as i have just got a new gfx card. but now the sidebar wont open, i have only tested the sidebar so far so i dont know what else will be affected. Anyway i have found a help guide online for how to get it working again which requires that i edit alt.dll. Unfortunatly it cant find alt.dll which leads me to assume that i accidentaly deleted it while i was clearing out old programs.
Is this the problem and is there any way i can fix this without re-formating?
