Vista won't allow user to launch programs

I have a user who can't launch any applications on their Vista. Says they don't have permission. They can't even open up "My Computer"

This happened a few weeks ago, and I corrected the situation by performing a system restore to the previous day. Obviously, that didn't work so well, since it happened again.

Any ideas?
 
Worth mentioning that the User is an Administrator, no traces of malware, and it worked just fine the night before. They don't shut down the computers, and it was still turned on when they came in this morning. And rebooting doesn't fix anything.
 
Create a new user account and copy over the user's documents to the new account.

Sounds like the ACLs for the current user account are messed up.
 
Microsoft told them to do a System Restore, which worked. However today his problem has re-occured. Notified them of the idea of creating a new user account (after performing a system restore, since the machine is unusable until a system restore is performed, no user can do anything). Posting this to see if anyone else has any new ideas.
