Vista wait cursor when I explore hard drive for ~3 seconds.

When I open an explorer window and then try to enter a folder, I get a wait cursor for ~3 seconds. After that I don't get a wait for that explorer window. If I close the explorer window and immediately reopen it and try again, I don't get the wait cursor, but if I wait awhile then try, I do get it. I also get it in a similar way for other OS functions, like opening WMP and the volume control. Running Vista x86 Ultimate with SP1 RC1, and this is kinda annoying. Makes me think some device is timing out but I have no external storage devices that could be malfunctioning, and the hard drive I'm exploring is the system drive and hard drive sleeping is turned off, and of course no programs open, except IE7.
