Vista incorrectly reports space left on C drive

I have five folders on my C drive they use the following space:
folder 1= 1.5mb
Program Files = 3gb
Users = 5.7gb
Windows = 7gb
Windows.old = 700mb
Total of about 16-17gb on a 100gb partition......

But when I look at my C drvie it says I have 97.5 gigs used and only 1.5 remaining. Any ideas on why this is?
