vista home premium skins

ok guys ive seen a post on my local counter strike source forum....

and there at the bottom of the page are pics of someones desktop, there is a kool looking skin there for vista, can someone source me the skin and what do i need to do to install it??

there is like a tool bar at the top similar to the vista sidebar but it looks abit cooler...

The icons are just the default icons, I just set them to "View>Classic Icons" and made the names/descriptions blank (When you rename them, hold down alt and press 255), and also adjusted the horizontal icon spacing.
