Looking for the academic version for a new PC I'm building but some sites say its an "upgrade version" and some say its a "full version"?

any insight into this would be great
 
MS used to offer both Academic Upgrades and Full versions of their products. I do not know if this has changed with Vista.
 
If the retail Academic Home Premium is available for sale in your location it will be an 'Upgrade' version.

It is also the best value purchase in the entire Vista lineup, as it is a migrateable license which is restricted only in that it cannot legally be used for commercial purposes.
