So my HD has 3 particians 1-2-3.
I want 2 to stay as is. Can I combine 1 and 3 to make one?
I see the little erase option in Vista, if I do that to both 1 and 3 will it show their space then as the combines amount to format?

Nope. You can only merge adjacent partitions.

The commonsense approach to restructuring your drive in the way you describe would be to temporarily store the data on a different drive, do your restructuring, and then move the data back to your new partition structure.

I tried doing that expand thing but it said I could only expand 18gigs? *shrug*
Also how do I uninstall programs? I go to control panel then programs and I dont see whats listed in my programs list.

What you could do, is delete 3, and then move 2 to the end of the drive, then expand 1 out to use the free space in the middle of the drive. Obviously, you'd want your data backed up first. GParted can handle the partitioning chores.
