Is there a way to set up the PC so that any user that logs into the domain gets the same desktop background, shortcuts etc?

I do this on XP all the time by creating a local user on the PC then copying that profile to "default user"

in GP, try .. userconfig\admin temps\desktop\desktop ... enable active desktop (required), then on Desktop Wallpaper choose one. it does say though that it does not apply to terminal server sessions ..
