Vista and email send error

smtp error 503 no recipient found
new fresh install of Vista Home Premium, inbound email pop3 is ok, inbound within domain ok, but outbound SMTP will not send.
No Secure Password Authenticate
No "outgoing server requires authentication"
test settings passed all
What's next?
Could this be related to the security level that outlook was installed at?

I'm only guessing here, but many ISPs that use SMTP don't allow sending of messages unless you are on their network. You didn't give any details about your environment, but if this PC is on some domain, it may not be able to access the SMTP server.
