Video cards keep going bad issue

ok, new build with some used parts (but all known to be good.) System specs in sig.

Here is the history. My video card (XFX 5870) was originally prone to the GSOD. RMA it and it was sent back. Issue persisted but I suspected my mother board wasn't the best and the issue was sporadic. So built new rig and issue was now slightly worse. In fact some artifacts begin to show up on screen. (after a while). RMAed the card. Got a replacement 5870. Worked for about 10 minutes ant then froze up. Could not make it work again for love or money. Would run fine in safe mode but anytime loaded the driver it crashed windows while artifacting so bad that you couldn't do anything. Sent it back. They sent a 6950 as a replacement. (one gig model, B stock I think) it runs for a while then the same damn thing happens to it. I am currently sitting on it

The damn thing is that my PSU (Corsair 750XT) was in my last build and worked fine. And during my first RMA I ran a 3870X2 with no issues. Right now I am running 4650 with no issues. So I can't see it being the motherboard (I did buy used but seems just fine). The power supply was known to work and is a single rail PSU so I can't see why the PCIe power would go bad and not the rest of it. There is plenty of cooling and temps are good. So for the love of me I can't figure out whats going on. I don't want to RMA the 6950 unless I am totally positive that its not the rest of my rig as its seems damn improbable that I had two replacement cards go bad in such short order.

Note that I can only test voltage on the PSU using my generic PSU tester. (need new voltage meter)

any ideas?
 
test the card in someone else's computer first, rule that out.

Then see can you get a loan of a PSU and test it. The 4650 uses very little power and CPU, so doesn't really put any strain on the system, which might be why it works with no problems.

In fact if you could try the graphics card in another computer and if that works try your PSU and graphics card.

I should have been clearer. the cards died, this was confirmed by XFX testing the card I sent back to them. I have a spare PSU (several in fact)
 
so? you are talking about your new 6950 here? or am I missing something?

the advice still stands. And it's what I would do.
 
@Valset: Ok wait, what exactly happens to the 6950? Just artifacts? GSODs? I would do what reaper suggested and try the card in another PC just to rule out the card.

What I ment is that the card was confirmed bad by FXF. No need to try that one and I will check the 6950 just to be sure. But I don't have any real hope there, the fact that the 4650 works is pretty telling
