Video card TV Out Problems

I have a BFG 7900GS and I'm running a S-Video cable to a S-Video-Composite(yellow) adapter then to my tv.

I have the tv set up as a second monitor with the desktop extended so my main monitor can keep its normal resolution.

I have color picture and everything, but I get these faint horizontal lines that slowly move up and screen on the tv. I have tried messing with everything I could in the nvidia control panel but nothing would make it stop.

As a test I hooked up my laptop with the same cable, and the tv doesn't show the lines anymore, so I know the cable is good.

I don't know if its just messed up settings or if my video card is messed up.

i use tv out a lot and i vaguely recall it was glitchy with the 79xx gpus. are you running at your tv's native resolution and refresh rate? what type of tv are you using? sd crt?

I'm not sure what my tv resolution would be, its just a normal 27" tv

I have tried different resolutions and the only refresh rates the nvidia panel gives me are 29 or 30.

If you recall the 7900 series being glitchy with tv out that would make sense because it works fine with my laptop.
