video card 'throttling?'

when people use the term 'throttling' what are they referring to?

like is it throttling when i turn on my computer and i put my hand to the back where the video card is hooked up and feel the vga port and it's shaking? also, is this a bad thing, it started happening when the fan started getting loud.
 
thermal throttling means that when the chip gets too hot, it will lower the clock speeds to make it run cooler

Also the fan on the nvidia cards usually speed up when you run a game in 3D mode.
 
Usually goes for CPU temp. Never really heard of a vid card throttling..just getting unstable and crashing.
 
You might be experiencing vibrations from the fan. My 6800GT would throttle if it was the system was running but the card was too hot, in rivatuner there is a utility that shows your clock speed and temperature. I believe as the temp got too high the clocks would drop.
