Video Card Problems with Sims 2

I just bought The Sims 2 and when I try to run it I get the error "No DirectX 9.0C display adapter detected." I have installed DX 9.0C multiple times and have the latest drivers for my video card. DXdiag says everything is working properly and everything is enabled. Any ideas what could be causing this? I get a similar error for CS: Source Beta so it seems to be something with my system. Specs:

P4 2.8C
9800 Pro
1024 PC3200
SB Audigy 2 ZS

Edit: Fixed it! These DirectX 9.0C games don't seem to like solutions to the XP refresh rate problem; once I removed resforce (which I have so that I don't default to 60 Hz in games), it works ok. Unfortunately I think I'm running at a low refresh rate now, so if anyone has a solution that would give me the best of both worlds that would be appreciated.
 
You can set the refresh rate from within Sims 2. Once you're playing the game, select the options icon (...) and select the graphics options. You should see a setting for refresh rate.
