Video card problem

I have an ATi 9600xt, and games run fine, everything works perfect. Now I decided to connect my card to my TV (panasonic TC-25P22L, one of those flat ones). Well, the problem is that there is too much flickering, I mean I can see white stripes go down (refresh rate, which I have fixed on my pc monitor with refreshlock).

The thing is that I used to have a 9500pro, and when I had my TV connected I had 0 problems, it displayed everything perfectly, no flickering. Now with this card I get that weird refresh white stripe thing. Is it my card, or do I have to have special settings?

This is connected via the s-video cable.
 
i dont know but i would look at the driver defalts they may be differant like the 9500 may be set to a higher refresh rate then the 9600.
