2.4 ghz P4, the oldest version
512 mb of some old ddr memory
currently running on onboard video

what video card should I get so that I don't completely bottleneck either the proc or card?
 
The 9800 Pro is probably the best card out there for that area - you can generally pick one up on sale for around $180. If you want to go a little higher, you could look at the Geforce 6600 but instead of that I'd add more memory to that machine.

6800 non-ultra, or 6600GT if you can't afford that.
