My onboard HD3200 can't handle 1080p video files ( either bluray source or compressed ).. any suggestion for a low-end / profile video card for hd viewing?

Done alot of research on this. For the price you pay of a 4350, just go with a 4550. The price difference is only a couple bucks (sometimes cheaper with MIR) and you will get better performance while still being passivly cooled for almost the same price.

Edit: and the ATI end of the spectrum is also supposed to run cooler.
Link to compare of 4350 and 4550

Actually I stand corrected HD 3200 is only UVD not UVD2.0
The second-generation AMD Unified Video Decoder (UVD 2.0) includes hardware acceleration of H.264 and VC-1 high-definition (HD) video as well as MPEG-2, enabling multiple HD video streams and freeing the CPU for other tasks.

However a good CPU + HD3200 should still be capable of 1080p so I'm still curious as to what your CPU is. Jake21 seems to be offering some good advice.
