I'm building a computer for a small, local business, and one of this comps functions will be some cad design for the garment industry. What kind of video card should I suggest to them? I don't have much experience with cad so I'm not sure what to go with. Preferably, the card should be fairly cheap. Thanks.

The big question is whether you are doing 2D or 3D stuff. I work mainly in 2D AutoCAD here at work and any type of mainstream card should be fine. Me, and most of the engineering department use GF2 GTS cards. Matrox would probably be better for 2D if they were ONLY going to be doing 2D. If you are doing 3D, I would suggest a Quadro. The couple workstations people have here for 3D modeling in Solidworks use Quadro cards.
 
Matrox is definatly has great cards for CAD.
Best visuals around, and they offer ACAD specific plugins.

I use my Parhelia for ACAD daily, and I love it.
 
I suggest that if it is 2D cad - go with the lower line of matrox cards (450-550 models) as matrox has the best 2D. Now if you want to go mainstream go ATi as their 2D seems to be better than the nvidia -
But really pretty much any recent agp graphics card would do fine - What program will they be running and what is the monitor size they want? That is important info we need to better guide you. - I suggest going with CRT over LCD as the visual quality of the CRT is still better (I have hope that changes soon as this 19 monitor of mine kills my back whenever I have to move it...)
