Interested in purchasing a Shuttle PC or BioStar PC and wondering if it will support my ATI 9700 Pro AIW card. Will the card pull to much power and cause the PC not to post, due to these PC's having a max power of 200-230 W.
 
Nope it will work fine, djnes on these forums even has a 9800xt in his shuttle.
 
Top-end video cards will generally work fine in SFF PCs despite their small PSUs. This is mainly due t the fact that most SSF PCs only have room for one optical drive and one HHD, although Abit's DigiDice has two external 5 1/4 bays and two external 3.5 inch bays. Still, the limited volume within a SFF PC generally means that you're stuck with stock cooling or you're forced to use slim HSF combos designed for rackmount PCs--nothing too extreme. Thus extreme OCing is kinda out of the picture--along with it's larger power requirements.

I'm not sure about the Bistar, but something like the Shuttle XPC ST61G4--ATI IGP 9100 chipset--comes with a 250W PSU, which will be enough to power any current video card with the possible exception of the XGI Volari Duo V8.

You're more immediate concern should be space. Some video cards are longer and taller which could bump into other components. Also, if you're using a video card that requires 2 slots because of the cooling design (Nvidia FX5950U reference design comes to mind) then you'll be SOL cause most AGP slots in a SFF PC are at the very edge of their mobos.
