Vid card not displaying correctly

I am working on my brothers computer and I am trying to get it back up and running. It has a lot of problems, so we are trying to wipe it and reinstall. But the first problem is that the video card is screwed up. When the computer starts and it displays the bios info and other messages at startup, the text is incorrect. Some of the letters display brighter than others and some of the letters display wrong, i.e. start would display like sdart. This is happening all over the text, and there are even random flashes on the bios screens. Now I am trying real hard to figure out if there is a way to salvage the video card, but I cannot think of any at the moment. Would reflashing the video card be a possibility since the card does work, it just does not output correctly? Any other ideas? Thanks for any input.

Just fyi, the video card is a Gainward 4800

At first I thought it was the motherboard and the bios, but we reflashed the bios, then I stuck my video card in the computer and it displayed fine, so we know that it is the video card.
