Vid card fan failure?

I have a Powercolor 9800 Pro 128 mb. When I start my comp. the fan does not spin. Everything else (cd roms, hd's, etc) works.

The fan does spin freely though. Spins freely when turned off.

When turning on, I have to take a pencil and "fling" the fan and then it will slowly start spinning, up until it is back to normal.

Is this the fan dying on me? Or lack of power from my ps?
 
Sounds like it's dying. Fans often do that before they die.
If your PSU was too weak to get the fan spinning (assuming it was healthy), your rig wouldn't work at all & you'd be asking us why it doesn't turn on.
