Vibration Dampeners

I could see them helping with vibration more than sound.

I think any sound produced by a fan would easily exceed any sound created through vibration of the PSU (unless it was an ungodly amount of vibration).
 
you can also use 4 rubber washers....which will end up costing roughly $0.50 from home depot/lowes.
 
If you have a crappy, flimsy case and some very high RPM fans then they would help. They would not, however, make your case silent.
 
"damaging vibrations"? it seems to me if you have a fan that vibrates that much, you need a new fan, not a 3 dollar rubber thingy. any fan i've ever seen, even my 105 cfm 120mm fan doesnt vibrate enough to notice...
 
These will help more. The vibrations will still travel through the screws, you need to completely decouple the fan from any metal attached to the case. Pair the two up and you might have a slightly quieter fan than just using the isolator plugs though.

Of course, your best bet is a quieter fan to begin with.
